Tax fight over roads could dominate Legislature in ’16

SACRAMENTO — In his otherwise low-key State of the State address, Gov. Jerry Brown saved his most impassioned plea for transportation issues, telling lawmakers they’re going to have to “bite the bullet and enact new fees and taxes” to pay for repairs to California’s crumbling highways.

The message on Thursday was targeted mostly at Republicans in the state Legislature, as well as a few moderate Democrats who have resisted Brown’s proposal to raise gas taxes and charge drivers new fees to start paying for a $59 billion backlog of needed repairs.
